SYRACUSE, N.Y. (NCC News) – The United States and Russia are set to hold talks Tuesday in Saudi Arabia to discuss ending the war in Ukraine. However, Ukraine itself will not be included in the negotiations.

The talks come after Ukrainian President Volodymyr Zelensky made it clear that his country would not recognize any agreements made without its direct involvement.

“Ukraine perceives any negotiations about Ukraine without Ukraine as those with no results. We can not recognize anything or any agreements about us without us,” Zelensky told reporters Monday.

It remains unclear whether the U.S. or Russia will acknowledge Ukraine’s stance, but the meeting marks a significant diplomatic step in ongoing international efforts to resolve the conflict.

Meanwhile, European leaders are also holding an emergency summit on Ukraine’s security, with UK Prime Minister Keir Starmer calling it a “once in a generation” moment. Starmer even signaled Britain’s readiness to deploy troops if necessary.

The outcome of the U.S.-Russia talks could have major implications for the future of the war, but without Ukraine at the table, its effectiveness remains uncertain.
